ATTENDANCE: Reverend Sun Myung Moon, Col. Bo Hi Pak, Mr. David S.C. Kim, Mr. Neil A. Salonen, RSA Staff, Itinerary ,Workers, International Mobile Unit Commariders, and State Mobile Unit Commanders.
10:00 A.M. SESSION
The Conference began at the University of Portland, Center for Continuing Education, where Father addressed those in attendance. He urged the leaders to push on harder now that we are ending the three year course in America. We must not retreat, but be determined to win. In order to do so, Father explained that we must pay the indenmity price for success, winning back the sovereignty from Satan. We must be steadfast and united in the recent wake of persecution from Christian churches. Father said that no matter how much trouble the churches cause in America, we will never experience the extent of persecution which the Korean movement suffered. In the future, our main opposition will come from the Conununists.
Eventually, Father plans to have three International One World Crusade teams travel to different countries. He said that the power to succeed in our missions will come from uniting with the True Parents.
Again and again, Father stressed how important it is that each member take seriously the 1 - 1 - 1 goal. We have to believe it is reachable, then we can succeed.
For these three years, Father is setting the pattern for us to follow. Then he will stay behind and let us be in the forefront. He will let us finish the job.
Next, the Madison Square Garden speech was discussed. Father said that the final ph~se of the Day of Hope tour, the eight city tour is a battle that God has been waiting for over 6,000 years. Each International OWC team will be responsible for filling 2,500 seats in Madison Square Garden. Each state will also have an allocation of seats.
Then, the organization.of the 10 regions was announced:

Next, the three new IOWC Commanders were named:
Mr. Hugh Spurgin (MUG, Minnesota) Mr. Philip Burley (MUG, Colorado) Dr. William Bergman (MUG, New York)
Each IOWC Commander wrote down his choice of region. These were collected and Father assigned the regions:

Father instructed each of the 7 IOWC teams to g~ve up 10 members for the 3 new teams. The 10 members should include some of the team leaders or deputies.
Father listed 3 areas of qualification for a leader:
1. He should be a good speaker and teacher. 2. He should be a good diplomat. 3. He should be a good fundraiser.
Then, Father gave instructions to the leaders gather~d at the Portland Conference. A summary of the instructions are enclosed. The Conference was adjourned at 3:00 P.M., with instructions for everyone to attend the Banquet that evening.

1. 0RGANIZATION OF . THE REGION
(1) ALLOTTMENT OF PERSONNEL a. Appointment of IOHC Leaders b. Appointment of “two deputies to each IOWC team c. Each team should divide into seven teams d. Each team should have a section leader
(2) ALLOTT1’1ENT OF THE REGION a. 10 regions b. 5 states in each region
(3) ALLOTTMENT OF STATE LEADERSHIP a. Appointment of State Commander - eventually each state wi11 have 2 deputies (after they have gained 40 members) b. Appointment of State Representative c. Membership.of local church
2. PURPOSE OF THE REORGANIZATION
(1) IN ORDER TO SUCCESSFULLY CONSUMMATE THE 8-CITY DOH TOUR AS FINALE OF 3 YEAR DQH TOUR a. Recruit and train strong leaders - educated in Divine frinciple, Unificatton Thought, Victory Over Communism b. One person per membPr per month is the goal of our evangelism c. Independent economic foundation for each state
(2) ELEVATE THE STANDARDS OF OUR FA~ILY a. Leaders set the example (Regional ~C for State HUC, State MUC for local members) b. Personal, individual training - Leaders should talk to members, one by one, individually c. Set the tradition of the Unification Church - standardize the way the states d9 things d. Always think of yourself in terms of your relationship with your subject. (IOWC Cdrs. to True Parents, Reg”ional HQ to National HQ, :3tate HQ to Regional HQ) e. Regard every member as a potential leader - each phase of training is leadership training .f. Strenghten the family tie, the ties of heart among members. Create a loving atmosphere, not a bureaucracy. g. Keep communications open, so that no gap exists between leader and followers h. Un1fied activities - daily activities should be effectively planned, coordinated, and mutually supportive i. Leaders should set the example of a selfless life.
(3) CONC~PT OF MEMBERSHIP - DIFFERENT LEVELS a. Perfection Level - dedicated, live-in members b. Formation Level - those who feel close to Family, but can’t move in to the center; they can still come regularly and study and bring people c. (4) RESPO~SIBILITY OF MEMBERSHIP a. Assign members a specific mission - tell them what they are responsible for b. Teach people in their own homes or classrooms, not just in ‘the center. Let new members give Divine Principle lectures immediately, even before they can teach the whole Principle. They can rotate chapters. c. Win people by becoming their friend first, then bring them in d. Win people by serving them, helping them, giving to them e. Let other members witness to your relatives and teach them. They will be more apt to listen. f. Pay attention to a person by writing notes and letters and sending cards g. When you discover a new person, always pray for him carefully h. Remeber everyone’s birthdays - call them, bake them a small cake
(5) GROUP MOBILIZATION a. Cooperate with existing churches and groups instead of thinking of them as enemies b. Organize many public meetings of various types - fellowship, sports, music. Do things that can benefit the city. c. Campus Crusade - student members should stay in their campus area to organize activities. Attract young people with seminars, study sessions, special demonstrations, musical groups. Don’t just give them dry lectures. (Ten Regional Commanders: please plan in the future to have your own type of musical band) d. Cultivate friendships with civic leaders
(6) THE SYSTEM OF WORKSHOPS a. Weekend Workshops - two days b. Seven Day Workshops - for serious people to get together for training c. Two Week Workshops - for the really dedicated; solid training and workshop d. Always use the system of tests and quizzes. Don’t just give a lecture and stop there. ‘fake sure everyone understands. Tell them we want to evaluate our method of communication
(7) LEADERSHIP TRAINING a. Divine Principle lecture training b. Fundraising training c. Witnessing training d. Those who show potential in local training will be recommended for Belvedere. Belvedere Trainees will be assigned on the recommendation of State MGC to Regional MUG, then the Regional MUC will make the recommendation to Belvedere.
3. RELATIONSHIP WITH THE NATIONAL HEADQUARTERS
(1) Subject/ Object relationship is most important in fulfilling the chain of command from the True Parents - the leader has to be responsive to the authority of the chain of command (NHQ to Regional Directors to State Leaders) (2) Chain of Command - all instructions will come down through the chain of command from NHQ to the Regional Directors to the State Leaders and will be enforced at once

IMPORTANCE OF PRAYER (1) Prayer is the source or bread of life (2) Prayer is the enrichment of your heart (3) Prayer is the base of your success (4) Prayer will give you confidence through receiving inspiration and power (5) Prayer is the power to harmonize the spiritual world and the physical world

Not every member in the movement should come to New York City (2) PLANS FOR WHERE PEOPLE WILL STAY AND FUNDRAISE IN N.Y. MUST BE MADE (3) WE ~ITJST GENERATE CONCENTRATED EFFORT FOR MADISON SQUARE GARDEN With 4,000 members mobilized in New York City, each member will be responsibl~ for bringing 6 people to Madison Square Garden

Each region should establish a drug rehabilitation center, assign an officer, and coordinate activities with the national level. We will share information and statistics and make a brochure to deal with the government.
