The most common cause is a lack of educat ional opportunities. Using today’s tech nology, t he universit y can offer classes in any village. The current pa ndemic also shows t he new possibilities of using t echnology for training f rom home. But the main yet unrecognized factor is a deep st ructural change towards the immense life-supporting potential of educated localities - fostered by global co-operation.
